Recommendations for Investigating Shootings

The National Case Closed Project (NCCP) includes in-depth site assessments and custom training and technical assistance to support sites in implementing an improved response to fatal and non-fatal shootings. Through consultation with an extensive group of subject matter experts and our continued work with jurisdictions engaged in case clearance, the RTI NCCP Team has developed the following recommendations for effectively investigating shootings.

Top 10 Recommendations for Improving the Investigation of Fatal and Non-Fatal Shootings

This document provides a list of the top recommendations that law enforcement agencies can follow to improve their investigations of shootings. These recommendations were drawn from the National Case Closed Project site assessments and from prior assessments or reviews conducted as part of U.S. Department of Justice-supported initiatives. The adoption of these recommendations by law enforcement agencies and their partners can result in a more effective and consistent response to shootings, improving case outcomes. ⤤

Core Standards for Fatal and Non-fatal Shooting Investigations

This National Cased Closed Project (NCCP) guide was developed to assist law enforcement agencies in employing evidence-informed standards of practice to investigate and resolve fatal and non-fatal shooting cases and improve crime clearance rates. This NCCP resource is intended to identify and reinforce fundamental principles and best practices, including aspects of fatal and non-fatal shooting investigations that are often overlooked or not properly documented. The adoption of these recommendations can support a more consistent and effective response to shootings and improve case outcomes ⤤

Flow Model: Agency and Investigative Factors Leading to Case Clearance

This interactive model is designed to highlight agency-level, investigative unit-level, and individual investigator-level factors that are more likely to lead to a case closure. Sources for this information include empirical research articles, private and public resources toolkits, and input from subject matter experts. ⤤

This site report describes findings and recommendations resulting from an in-depth assessment of the Greensboro Police Department conducted on October 3-5, 2022.

This site report describes findings and recommendations resulting from an in-depth assessment of the Lansing Police Department conducted on November 29-30, 2022.

Milwaukee Police Department

The site report describing findings and recommendations resulting from an in-depth assessment of the Milwaukee Police Department conducted on June 21-23, 2023 is forthcoming.


Salt Lake City Police Department
